Eccentric clothing first and foremost. His odd chivalry probably the second most notable thing, and if gets too close 'theif' might come to mind when you notice your wallet stolen.

His nimble fingers. Gloves. Assorted daggers when needed.
Abilities:
Smooth talking could be considered an ability, Locke would certainly think so. Quick hands would be another of his many skills, as would acrobatics as the nimble and lithe man can fight with a variety of unconventional moves.
Personality:
Locke is something of an enigma at times. He fights when he should run and runs when he should fight and never puts a lady or child in harm's way. He's a theif, though he prefers 'treasure hunter', yet he isn't without scruples and sticks to his own code of morality. Some might call Locke a womanizer but he couldn't be more misread. While he does give women plenty of attention and will 'fight for her honor' even against a platoon of soldiers it isn't because he wants them all in his bed, though wouldn't that be nice? He has his own personal reasons why he sticks up for women but isn't likely to dive into a long personal story with anyone who asks, in fact he's more likely to clam up and brood silently about it.

I don't steal women's hands in marriage, I usually have to beg for that, but the rest is all true."
Bio:
Locke is a love-sick man though he'd do his best to never let it show. The love of his life, Rachel, was injured and lost her entire memory of him and left Locke devastated. Destrought, Locke set out to perhaps whipe his own memory of the terrible tragedy, but while he was gone the Empire attacked his home killing Rachel in the process. Guilt stricken he blamed himself for her death and from that guilt springs his drive to protect women in her memory.
With the shift in the worlds Locke ends up in a treasure hunter's paradise. When he realizes that there seems to be two sides forming up between the pirates with Jack Sparrow and the Air Pirates with Don Karnage he'll have to sum up the circumstances and pick for himself which would be his best fit, or start off on his own, or perhaps try his luck with playing both sides against the middle. Only time will tell.
